They are in the process of removing the static signs, the ones with the numbers painted on, and replacing them with electronic ones, much like the message boards you see indicating traffic concerns. So the speed can change with little effort. The same strip of road could be one speed at one time of day, and something else another, and something altogether different the next day. Imagine getting a ticket on I-4 for speeding and trying to prove you were in the limit when the limit can change at the drop of a hat. Maybe they have it worked out to some unknown plan, but I still have my reservations and doubts.
